CEO Profile

Younes Mazlumi is a distinguished insurance executive, industry expert, academic, and international speaker with extensive experience in insurance management, international motor insurance, risk management, insurance technology, and insurance education. Dr. Mazlumi is a member of the High Council of Insurance of Iran, where he also serves as the representative of the Iran Chamber of Commerce. He is the Managing Director of the Iranian Green Card Bureau, the official representative of the Council of Bureaux in Iran, which is responsible for administering and facilitating international third-party motor liability insurance under the Green Card System among participating countries.

He is also the founder of Hamta Insurance Solutions Technology Services Company, specializing in insurance technology and solutions in the field of fire insurance.

Prior to joining the Iranian Green Card Bureau, Dr. Mazlumi held senior executive positions in the Iranian insurance industry for nearly 18 years, serving as Managing Director of Taavon Insurance Company, Razi Insurance Company, and Sayan Insurance Company. Earlier in his career, he held a number of technical and managerial positions, including Manager of Engineering and Liability Insurance at Razi Insurance Company, Deputy Manager of Liability, Engineering, and Energy Insurance at Dana Insurance Company, and various positions in underwriting and claims at Dana Insurance Company. He began his professional career in the insurance sector as an Insurance Sales Representative at Asia Insurance Company.

In addition to his executive responsibilities, Dr. Mazlumi also serves as Chairman of the Insurance Commission of the Iranian International Chamber of Commerce and is a Judicial Expert in Insurance appointed by the Iranian Judiciary.

Academic Background

Dr. Mazlumi has an extensive academic background spanning management, insurance, research methodology, and healthcare. He has completed postdoctoral studies in Management at Université Grenoble Alpes, France, and holds a Doctorate in Business Administration (DBA)  as well as a Master’s degree in Management, with a specialization in Research Methodology, from the University of Bordeaux, France.

He also holds an Executive Master’s degree in Executive Master of Business Administration (EMBA), awarded jointly by the Industrial Management Institute (IMI) and the Ministry of Science, Research and Technology of Iran, as well as a Bachelor’s degree in Insurance Management from the former School of Economics and Finance (now Kharazmi University) and an Associate Degree in Anesthesia Technology.

Dr. Mazlumi is also actively involved in academia and professional education. He has served as an Adjunct Lecturer in Risk Management and Insurance, Principles of Insurance, Engineering Insurance, Marine Insurance, and Liability Insurance at the ECO College of Insurance, University of Tehran, Allameh Tabataba’i University, and Kharazmi University.

As an experienced international speaker, Dr. Mazlumi has delivered presentations at numerous prominent international insurance conferences and professional forums. Most recently, he was invited as a speaker at the FAIR Conference 2025 in Mumbai, organized by the Federation of Afro-Asian Insurers and Reinsurers (FAIR), where he addressed key issues and developments in the insurance industry.

With a career spanning executive leadership, insurance regulation, international motor insurance, insurance technology, academia, professional consultancy, and international speaking, Dr. Mazlumi has established a broad and distinguished profile within the Iranian and international insurance community.

Message from the CEO

Insurance: A Bridge Across Borders and a Shelter for Those Who Suffer Loss

The international movement of motor vehicles, while creating opportunities for greater connectivity and mobility between countries, also entails the need for adequate liability coverage arising from road traffic accidents. In this context, international motor third-party liability insurance plays a vital role in providing confidence to drivers and protecting individuals who may suffer loss as a result of a cross-border road traffic accident.

As the bureau responsible for administering international third-party liability insurance, our organization is committed to ensuring the effective, orderly, and professional fulfillment of its duties and obligations, within the framework of national laws and regulations, the institution’s Articles of Association, and the relevant international requirements and mechanisms.

Within this framework, the International Green Card System is one of the most important mechanisms for cooperation among national bureaux and insurers of member countries. It was established with the aim of facilitating the cross-border movement of motor vehicles and providing a mechanism for protecting victims of road traffic accidents involving foreign-registered vehicles. In fulfilling its responsibilities, and in cooperation with member insurance companies, national bureaux, and the Council of Bureaux (COB), the institution works to effectively implement the duties and obligations associated with this system and to strengthen international cooperation.

Iran’s position along international road transport routes further underlines the importance of having a reliable mechanism for international motor third-party liability insurance. Such a mechanism not only facilitates the movement of vehicles across borders, but also provides a framework for cooperation and coordination among insurers, national bureaux, and other relevant authorities in handling cross-border road traffic accidents and fulfilling insurance obligations in accordance with applicable regulations.

For us, this responsibility extends far beyond the issuance or administration of insurance documents. An important part of our mission is to facilitate cooperation among the relevant parties, coordinate the functions associated with cross-border accidents, and help establish a clear, orderly, and reliable process for handling insurance obligations and compensating those who have suffered loss. In this process, each stakeholder plays its role within the scope of its respective duties and responsibilities.

Along this journey, trust is our most valuable asset: the trust of a driver who crosses a border with confidence in the validity of their insurance coverage; the trust of an insurer that cooperates with other insurers and bureaux within this framework; and, most importantly, the trust of a victim who expects their rights to be addressed carefully, promptly, and responsibly in accordance with the applicable laws and regulations.

An insurance system is not truly tested in ordinary times; its true value becomes evident when an accident occurs and an individual or a family needs support.

This perspective shapes our approach to fulfilling our professional and international responsibilities. Our aim is to contribute to improving the quality, transparency, and efficiency of processes related to international motor third-party liability insurance by relying on specialized expertise, complying with professional and international requirements, maintaining effective cooperation with member insurance companies and national bureaux, and making the most of technological capabilities.

Our vision is to move toward becoming a professional, accountable, transparent institution equipped with modern infrastructure—an institution capable of accurately fulfilling its duties and obligations while responding effectively to the needs of policyholders, insurance companies, victims, and professional and international partners. Developing digital infrastructure, continuously improving operational processes, enhancing professional knowledge and capabilities, and strengthening international cooperation will remain among our priorities on this path.

We believe that our institution should be a bridge across borders and a shelter for those who suffer loss a bridge that, while facilitating the movement of vehicles and expanding insurance cooperation among countries, always keeps people and their rights at the center of its attention. For the true value of such cooperation is not merely measured by making it easier to cross borders; it is realized in the moment when an accident occurs and a person, regardless of borders or nationality, needs protection and proper assistance.

From this perspective, the deeper meaning of this international network can be summed up in one simple principle:

A network that makes borders easier to cross, but never leaves responsibility toward people behind those borders.

This belief not only guides the institution’s direction, but also represents the meaning we seek to embody in every cooperation, every commitment, and every service we provide within the scope of our responsibilities. Ultimately, the true credibility of an insurance system is measured not merely by its documents and mechanisms, but by the degree of trust it inspires in people when they need it most.
